Tuition Reimbursement
The Massachusetts National Guard's 100% Tuition Waiver Program waives the cost of tuition for Massachusetts Guard Soldiers and Airmen attending a Massachusetts State college, university, or community college program that is funded by the Mass. Board of Higher Education. Generally, these state-supported programs are offered during the day as part of a degree program. Continuing Education programs, traditionally offered in the evening hours, including intercession courses, offered between the Fall and Spring semesters, and Summer courses, are not normally covered by the 100% Tuition Waiver Program.

Eligibility for the 100% tuition reduction cannot exceed 130 semester hours or related quarter hours. The entitlement may be applied towards an associate, bachelor, master's, or doctoral program in addition to individual fulfillment courses, provided the courses and/or programs are state-supported.

Any actively participating Soldier or Airman of the Massachusetts Army National Guard is entitled to a 100% reduction of tuition in any state-funded college program. The provisions of the law apply equally to full-time and part-time students enrolled in state-funded college programs.

When a certificate of eligibility (TAGMA Form 621-3) is issued to a Soldier or Airman, he or she must maintain both military and educational eligibility in order to receive benefits under the statute.

ertificate of eligibility will not be issued for the normal 30-semester hour amount to Soldiers or Airmen nearing their Expiration of Term of Service (ETS) during the semester.

Montgomery G.I. Bill programs can be used in conjunction with this state program. The Soldier or Airman must maintain the academic standards of the learning institution during the entire benefit period.

A certificate of eligibility can be obtained by current drilling members of the Massachusetts Army and Air National Guard by going to http://mro.chs.state.ma.us/tuition/Login.aspx. First-time users must create an account. You will receive an automated email back to your account with your user name and temporary password. Once you receive this via your .mil email address, you will have to log back in to the tuition and fee waiver program. The system requires that password be updated. Certificates will be issued for every semester, therefore a Soldier or Airman must apply for a new certificate every semester. Once logged into the tuition and fee waiver reimbursement system, you will have to apply by clicking on my certificates. Click on the drop down list for all of the schools that participate in the program. Click on the school you are attending. You will need to know the number of credit hours you will need, the cost of the course (tuition and fees) and the course dates. Once all information is inputted submit the application. The certificate will be approved or denied based on eligibility. An automated email will be sent to the .mil email address listed. Once notified via .mil address you, will then have to log into the tuition and fee waiver reimbursement system again. Once logged in you, will can print the certificate and bring it to the business office at the school.
