Chief of Staff for Army, Colonel Joseph E. RooneyColonel Joseph E. Rooney serves as Chief of Staff for the Rhode Island National Guard. Commissioned as a Second Lieutenant in the Field Artillery upon graduation from Norwich University in May 1982, Colonel Rooney joined the Rhode Island National Guard as a traditional Guardsman and was assigned as the Fire Direction Officer for Bravo Battery 1-103rd FA BN. He completed the Field Artillery Officer Basic Course and then served as Battery FDO and XO over the next four years. From 1987 to 1991, COL Rooney served as Battery Commander for three different units, B Battery, 2-103rd FA BN, A and C Battery, 1-103rd FA BN. After these successful commands, COL Rooney then completed the Field Artillery Officer Advanced Course in 1992, and served on staff as the Battalion S-1, Brigade FDO, and Brigade S-1.

In 1995, COL Rooney became a full-time officer in the RI National Guard where he served as the Brigade Operations and Intelligence Officer. During this time, COL Rooney also completed The Command and General Staff College and further earned his Masters in International Studies from Salve Regina University. In 1999 he was selected to be Battalion Commander of 1-103rd FA BN. He served as BN CDR from June 1999 thru August 2001. Subsequent to Battalion Command, COL Rooney was selected as the Recruiting and Retention Manager for the RI Army National Guard where he served until July 2003. COL Rooney was then selected for the resident Naval War College, Newport, RI, where he graduated in June 2004 with a Masters in National Security and Strategic Studies. In June 2004 COL Rooney was assigned as Commander of the 103rd FA Brigade. Within two months, the brigade headquarters was mobilized and deployed to Iraq in support of OIF III. COL Rooney and his brigade returned to RI in August 2005 and he continued to serve as the commander until April, 2007. COL was next assigned as the Deputy Chief of Staff – Operations (J-3) for the RIARNG until March 2011 when he was selected as Chief of Staff for the Rhode Island National Guard.
